Export Processing Zone (EPZ)

The imported machinery, facilities, construction materials for factories and warehousing, moulds and spare parts and office equipment used by companies inside the EPZ are exempted from tariff and import VAT; Raw materials, spare parts, components, packaging materials and consumables for companies inside EPZ to manufacturing export products are tax bonded; Machines, equipment, raw materials, spare parts, components, packaging materials, office equipment and construction materials imported into EPZ from domestic area for utilization inside EPZ are qualified for tax refund as per stipulated regulations；Services and products manufactured or provided inside EPZ for exportation, VAT and consumption taxes shall be exempted；Water, power and gas consumed by company inside EPZ for exportation are qualified for 13% of tax refund.

The EPZ covers a total area of 2.2 sqkm, the first of such in west China operational under the Customs' supervision. Up to now, over 1.5 billion USD has been invested in the Zone, rated No.5 among the 56 export processing zones in China. A total import and export value of 2.538 billion USD was achieved in the Zone, ranking first in the central-western region (including northeastern region). The whole zone is managed in the pattern of 'inside the country while outside the customs' and '24/7 customs clearance'. For each batch of goods, custom clearance is within 2 hours. Using the paperless clearance system, the process has been shortened to 20 – 30 minutes.
